The Backlight Meta Tag controls the display backlight and its intensity.

GeneralThe intensity tag will only have an observable effect if the screen backlight is turned on, setting the intensity by its self is insufficient to illuminate the backlight. Windows Mobile 6.5 offers an 'auto' backlight feature, this must be set to 'manual' to have full control over the backlight intensity.Device LimitsThe levels of supported screen backlight intensity is device dependant. When the Backlight module is first loaded it writes the supported levels to the log file as INFORMATION so you can determine the maximum setting from the log file.
